Here's everything you need to know to make your very own character. First, get a template here and paste it into a New Thread in the Unapproved Characters board. Now, let's fill it out!

Name: Simple enough. Your character's name. Names referencing other game characters are frowned upon but accepted. Names referencing actual people = no.
Gender: Male or Female. Doesn't affect stats.
Age: Optional for roleplay. I'd say the absolute YOUNGEST would be 14, but that's a really big stretch. Unless, of course, you're not really going to battle (much). Then whatever you want works.
Class: Pick an available Fire Emblem class, one listed in the Base Stats thread of the Reference board. NO MANAKETES.
Affinity: Choose one of the seven basic affinities: Fire, Ice, Wind, Thunder, Anima, Light, Dark. These affect Supports, and their stat bonuses given are listed here.
Level: 1 is the default for non-prepromotes.
EXP: 0 / 100 to begin. You earn EXP by battling or participating in special events.
Gold: 1,000 to start off with. You'll earn more later.
Appearance: Optional, but helps with RPing. A sprite / portrait is optional as well.
History: Optional background if you're going to roleplay with the character.
Stats: Fill in your base stats for your class, then add 15 bonus points anywhere you want to HP, Str, Skl, Spd, Luck, Def, Res, or Con. Aid for Unmounted units is Con-1; for mounted units, it's 27-Con. Move for unmounted units except for Thieves and Knights is 5. Mounted units have 7, Thieves have 6, and Knights have 4. Mov and Aid don't affect battling, just Map Battles.
Also distribute 300% for stat growths to your basic 7 stats (the list above, without Con). These determine how often your character should level a stat. Please use divisions of 5 or 10%. Each time you level up, a Mod will roll RNs to determine which stat levels up. The higher your stat growth is, the more likely that stat will be leveled every level up.
Inventory: Fill in an Iron or Slim weapon that your character can use. For Cavaliers, choose a Lance or Sword. For Mages, use the lowest ranking magic tome you can use (Flux, Fire, Lightning).
Weapon Levels: You start at E in all weapons that your class can use. Also put 0/25 for WEXP next to the rank. An exception is Dark, in which case you start at D and 0/35.

There you have it! You should have a complete character form, ready to be approved by a moderator! Post this application into the Unapproved Characters board and await a Mod's approval. While you wait, check out all the cool stuff on the site. When you are approved, you can begin battling or roleplaying on the site. Have fun.
